A measure of one's aptitude for technology, or creative lack thereof. As Wyrm's site puts it, “The ability to use technology, or cause it to fail as soon as you touch it, can be quite important to a dragon. You can indicate your abilities using this tag.”
As with magical ability, positives represent an ability to use technology, while negatives represent a passive, inherent interference with them, as opposed to an ability to deploy technological countermeasures.
Wyrm's site makes a point of noting that the traditional descriptions are illustrative of one's level of ability rather than descriptive of the kind of skills available.

As with magic, if you have a particular specialist field, it can be enclosed in square brackets after the rest of the tag. Wyrm's site suggests trying to abbreviate if possible, though it offers only one particular example: Tc++[sw] indicates “I am fairly good at writing software.”
